New rules learned

• Topic files for each country must remain source-local.
• Do not cite benchmark_matrix.md or gap_analysis.md inside country topic.md files.
• benchmark_matrix.md is synthesized from the 6 country topics.
• gap_analysis.md is synthesized only after the matrix exists.
• Every research deliverable must pass Grill QA critique before moving to the next phase.
• The critique loop is write draft → critique → update draft → promote.

Practical implication

• Update the umbrella skill docs to explicitly warn against reverse dependencies.
• Add the Grill QA gate as a mandatory checkpoint in both the pipeline and innovation workflow.
