ILO LMIS Framework — Vietnam Domain Knowledge Bank

1. ILO LMIS Definition

"The institutional arrangements and procedures that coordinate collection, processing, storage, retrieval, and dissemination of labour market information are known as a Labour Market Information System (LMIS). The objective of an LMIS is to generate, analyse and disseminate information on current and future skills needs."

Key clarification: LMIS is NOT just IT software — it is a socio-institutional system including policy frameworks, data flows, and multi-actor coordination.

Three core components (ILO Vol 1 / ETF): 1. Collection and compilation of data and information 2. Analytical capacity and tools 3. Institutional arrangements and networks (coordination across ministries, stats offices, social partners, training institutions)

Three core functions: - F1: Labour market analysis - F2: Monitoring and reporting on employment/labour policies - F3: Coordination mechanism between actors who produce and use LMI


2. Education–Labour Market Linkage (ILO Recommendations)

Key principles: - Skills anticipation must feed directly into training system design — not just produce reports - Sectoral skills bodies are the recommended bridge between TVET/HE and labour market; they bring together employers, workers, govt, training providers - Social dialogue is a prerequisite, not optional — ILO approach: identify data → translate to indicators/scenarios → analyse with stakeholders → establish institutional arrangements for systematic dialogue

SENAI Brazil model (best practice, Vol 2 + Vol 3): - Network of non-profit training institutions for industry (SENAI), commerce (SENAC), transport (SENAT), rural (SENAR) - Financed via compulsory payroll tax; managed by industry bodies → strong TVET-market link - Foresight model: technology foresight + organisational foresight + emerging occupations + occupation trends + TVET response analysis - Thematic Antenna (Antenas Temáticas): workshop where executive group (technical experts + academia + business) debates foresight outputs and generates direct recommendations → new courses, curriculum changes, trainer upskilling - ILO/Cinterfor has transferred SENAI model to Costa Rica, El Salvador, Guatemala, Panama, Dominican Republic

India model (partial, Vol 3): National Skill Development Corporation + 18 Sector Skills Councils. Warning: revenue pressure has pushed some SSCs to prioritise fundraising over actual skills intelligence — governance design risk to avoid.


3. Informal Economy & Proxy Indicators

Key challenge: Informal establishments are "invisible" in administrative systems (not registered, not tax-paying). Enterprise surveys systematically miss them.

ILO recommended approaches when informality is high: 1. Household-based Labour Force Surveys (LFS) — better than enterprise surveys for capturing informal and micro-enterprise employment 2. School-to-Work Transition Survey (SWTS) — ILO tool specifically designed for countries with underdeveloped LMIS; covers youth conditions, wages, informal engagement. First implemented in Vietnam, Indonesia, Sri Lanka. 3. Qualitative methods: NGO informant interviews, focus groups with informal business owners, value-chain analysis by sector 4. Simplified enterprise surveys with snowball or Delphi sampling — indicative (not generalisable) but cost-effective for informal sector

Proxy indicators for skills (when direct measurement impossible): - Occupation (ISCO skill levels 1–4): map employment growth in an occupation → infer demand for associated skills. Advantage: internationally standardised. Disadvantage: static, misses intra-occupation skill shifts. - Educational attainment/qualifications: discrete, easy to collect; useful for both supply-side (training completion) and demand-side (employer qualification requirements). Disadvantage: doesn't capture skills workers actually use. - Online job postings (web-scraping): Malaysia and Singapore use ML/NLP on postings to map skills in demand in near-real-time. Emerging approach not yet deployed in Vietnam.


4. Vietnam LMIS Gap Analysis (ASEAN Context)

Strengths: - Revised Law on Statistics 2021 provides solid legal framework - LFS conducted monthly, released quarterly, aligned with international standards - Vietnam Standard Classification of Occupations (VSCO): 490 unit groups (4-digit, alignable with ISCO-08) - GSO and MOLISA governance roles relatively effective

Key gaps vs ASEAN best practice:

"Current labour market information and analysis may lack sufficient detail to meet microlevel needs, such as assisting vocational education institutions in adjusting training programmes or helping businesses identify and connect with potential employees."


5. Vietnam Informal Employment Statistics

Why informality creates LMIS distortion for higher education planning: - Graduates absorbed into informal sector don't appear in enterprise payroll data - "70% employed" metrics in Circular 34/2026 cannot distinguish formal employment from informal survival work - Overeducation (working below qualification level) is structurally invisible in current metrics
