This report benchmarks Vietnam’s tourism measurement system against five peer cases: Thailand, Malaysia, Singapore, Indonesia, and China. The main finding is that Vietnam has a credible legal and institutional base for tourism statistics, but still lacks the integrated data architecture, operational TSA cycle, and public analytics infrastructure that characterize the stronger benchmark systems.
The strongest transferable lessons for Vietnam are not one-to-one technical imports. The most relevant lessons are: Singapore’s agency integration and digital border-to-analytics pipeline, Malaysia’s institutional ownership of TSA under the national statistics office, Thailand’s tourism data platform and analytics orientation, Indonesia’s One Data coordination model, and China’s multi-source big-data augmentation.
Vietnam is the reference point for the whole framework. The benchmark is designed to answer a practical question: what should Vietnam prioritize first if it wants tourism measurement that is more timely, more comparable, and more decision-useful?
The current Vietnam model has three notable strengths: - a clear legal basis for tourism and statistics governance, - active smart-tourism pilots at local level, - and the presence of both a tourism authority and a national statistical office.
Its main weaknesses are also clear: - fragmented ownership of data across agencies, - limited integration between immigration records and statistical reporting, - lack of a regular operational TSA, - and low public accessibility of structured data.
These features are consistent with the phase-2 Vietnam research brief and gap analysis, and with earlier findings from the country research file on Vietnam’s tourism measurement system.
Singapore is the most integrated case in the set. Its value for Vietnam lies in the full chain from border input to statistical output to public analytics: - ICA provides digital border data through SG Arrival Card processes, - DOS compiles statistical outputs and TSA, - STB layers analytics and open digital services via STAN and TIH.
Singapore is not just “digitized.” It is institutionally integrated.
Malaysia is the clearest example of TSA ownership by the statistical office. DOSM leads tourism satellite accounting and links it to public dashboards and open data portals. For Vietnam, Malaysia is useful because it shows how a statistics office can anchor tourism measurement without turning the system into a purely promotional function.
Thailand is the strongest ASEAN case for combining TSA with tourism analytics and digital experimentation. The value of Thailand for Vietnam is the practical bridge between conventional statistics and newer data products such as catalogs, dashboards, and AI-assisted analysis.
Indonesia is important because it resembles Vietnam in one major respect: decentralization. It is a good comparator for the challenge of aligning provincial reporting with national statistical standards. The One Data / Satu Data direction is especially relevant for Vietnam’s center–province data fragmentation.
China is the scale case. Its tourism measurement system is relevant not because Vietnam can copy it directly, but because it demonstrates how mobile, OTA, payment, and cloud data can supplement traditional surveys when institutional capacity and data access are strong enough.
Vietnam is less integrated than Singapore and less institutionally centralized than Malaysia in tourism measurement. It is closer to Indonesia in coordination complexity.
Vietnam is the outlier in this set because it does not yet have a consistently operational annual TSA cycle. Malaysia, Singapore, Thailand, Indonesia, and China all provide stronger reference points.
Vietnam relies heavily on traditional reports and survey-based statistics. The benchmark systems demonstrate a wider mix of open portals, APIs, dashboards, and multi-source analytics.
Vietnam’s smart tourism pilots are promising, but the benchmark cases show that digital maturity becomes meaningful only when it is connected to a statistical backbone.
Vietnam currently trails the benchmark systems in open data access and interactive analytics. Malaysia, Singapore, and Thailand are especially relevant here.
Vietnam does not yet have a unified national tourism analytics layer that links border data, survey data, accommodation data, and policy reporting in one system.
Vietnam’s TSA work has not yet become a regular statistical product with stable ownership, recurring survey cycles, and synchronized national accounting inputs.
Compared with China and parts of ASEAN, Vietnam is still early in using mobile, OTA, and payment data for tourism measurement.
Static PDFs and fragmented releases make it hard for analysts, businesses, and local governments to reuse official tourism statistics.
The most important gap is not simply technical. It is governance: the system needs a durable mechanism for data sharing and standardization across the tourism authority, statistical office, immigration authority, and local agencies.
Create a formal inter-agency data governance structure with clear responsibilities for VNAT, GSO, immigration, and related ministries.
Assign a lead compiler, standardize survey cycles, and align tourism data with national accounts inputs so that TSA can be updated on a predictable basis.
Develop a public portal with dashboards, structured downloads, and API access so tourism data is not trapped inside PDFs.
Start with controlled pilots for mobile location data, OTA booking data, and anonymous payment data in selected destinations.
Adopt a clear national data dictionary for arrivals, visitors, trips, receipts, and tourism value-added, then apply it consistently across agencies and provinces.
Vietnam does not need to imitate the most advanced case in every respect. The most realistic path is a hybrid one: - Malaysia for statistical ownership, - Singapore for integration and data services, - Thailand for tourism analytics maturity, - Indonesia for decentralization management, - and China for future-facing big-data augmentation.
The common lesson is that tourism measurement becomes strategically useful only when statistics, governance, and digital architecture are designed together.
Vietnam has the foundation to improve quickly, but only if tourism measurement is treated as an integrated state capability rather than a collection of separate reports. The benchmark set shows that the most successful systems combine legal clarity, centralized statistical ownership, reliable border inputs, recurring surveys, and public data services.
For Vietnam, the immediate priority is to move from fragmented reporting toward a governed, repeatable, and digitally accessible measurement system centered on national statistical credibility.
