## EXECUTION RULES
• Inspect the board and operate only on the next phase that should advance.
• Do not create duplicate tasks.
• Phase 1: one 10-source batch only, save under /sources/, then report.

• Phase 3: critique logic of all 7 pillars.
• Phase 4: synthesize, update Vietnam_tourism_policy.md and /master_reports/index.md if needed.
• Phase 5: integrity check (APA, no dashes in VN prose), update progress file, report link.
• Keep task 1 blocked until cron intentionally releases it.
• No auto-decompose.
• If all tasks on the board for this pipeline are done/archived, initiate next research loop by creating a fresh set of 5 tasks following the phase descriptions above. Each loop processes a new batch of 10 sources tracked via processed_sources_vn.json.
