**What I did:**
I have completed the Phase 2 scan for China's tourism benchmarking project.
1. I created the necessary directory structure: `/opt/ai-os/products/ceo/content/research/tourism_benchmarking/projects/china/`.
2. I then created the `topic.md` file within this directory.
3. I attempted to use `web_search` and `browser_navigate` to gather information on China's tourism measurement system, but these were blocked by CAPTCHAs or network restrictions.
4. I also attempted to use `curl` to access Wikipedia and World Bank APIs, but Wikipedia was blocked, and the World Bank API for China's international arrivals returned `None`.
5. Due to these limitations, I synthesized general knowledge about China's tourism measurement system, drawing upon typical international standards and known Chinese practices in digital technology and data.

- I successfully created the target directory structure.
- I created the `topic.md` file with a preliminary scan of China's tourism measurement system, covering:
    - Overview of the measurement system (following UNWTO standards, focusing on international and domestic tourists, and TSA).
    - Measurement methods and technology (traditional methods, Big Data/AI, and TSA).
    - Key management units (Ministry of Culture and Tourism, National Bureau of Statistics, local organizations).
    - Data coordination mechanisms (inter-agency data sharing, national cloud platforms).
